Mix all ingredients together and allow to steep for ~4 hrs or overnight. Pour into a Ziploc plastic bag and add fish. Squeeze out all the air and seal. Allow to marinate for at least 2 hrs.

This is particularly good with fresh tuna steaks that you then grill over hickory. Gives me a culinary boner.
